About HQ Community OUTREACH PROGRAM, INC.

Headquarters Community Outreach Program, Inc. (HQCOP) was founded by Jamal McCoy, owner of Headquarters Barber & Beauty Salon, Inc., out of a lifelong commitment to uplift underserved youth and families through mentorship, service, and community connection. For years, Mr. McCoy has opened the doors of his business to the community—offering free haircuts, guidance, and encouragement to young people in need.

What began as individual acts of kindness has grown into a structured nonprofit providing Thanksgiving food drives, Christmas toy and coat distributions, financial literacy sessions, health fairs, and youth empowerment activities. HCOP’s signature event—the Celebration of Fathers—honors positive male role models and connects families to employment, healthcare, and educational resources.
